Capacity development of in-service training is crucial to improving the quality of education. There are different modalities of in-service and recently the Ministry of Education and Training, MOET, has decided to promote e-learning as one an option to deliver more cost-effective in-service training. The MOET organized 2 pilot e-learning trainings so far which VVOB Vietnam was happy to support with some technical and financial input. In August, the Department of Secondary Education organized a first try out in e-learning in-service trainings in Hands-on methods for teachers for four provinces – Hai Duong, Thai Nguyen, Hoa Binh and Yen Bai. In October, the Department of Teachers and Educational Administrators in cooperation with VVOB Vietnam organized a second try-out – e-learning in-service training in Management of life values and life skills education in schools for school managers, taking into consideration lessons learnt from the previous try-out. Both trainings have received positive feedback from participants, emphasising its advantages in terms of time flexibility and cost effectiveness. Lessons learnt have been draw for the development of the project on in-service trainings for teachers and educational managers to respond to the new textbook programme after 2015.

As requested by the Department of Secondary Education, VVOB Vietnam organized a 2-day e-learning training on November 9-10, 2013. This workshop put the recent experience in piloting e-learning in a broader perspective.

About 50 participants from functional departments under MOET (Department of Early Child Education, Department of Primary Education, Department of Continuous Education, Department of Teachers and Educational Administrators) as well as lecturers from Hanoi University of Education and Hanoi Teacher Training Institutes participated in the training. The training introduced the participants to the overall concept of e-learning and the status of e-learning in Vietnam. Participants were introduced to the portal of Hanoi University of Education including the pilots mentioned earlier. Specific software, Lectora Inspire,  used in designing e-learning courses, was also introduced. The training was very practical so participants were able to improve their knowledge and skills.

Associate Professor, Doctor Nguyen Xuan Thanh, Vice Director of Department of Secondary Education said that “the training was really useful, especially in terms of developing e-learning materials for the upcoming period of innovations in the curriculum and textbooks.”

This workshop and the pilots in e-learning are but the start of an exciting phase of innovation in the in-service training. We expect that in the coming years a lot of trials, research and improvements will be possible and our upcoming programme 2014-2016 is geared towards supporting the MOET and DOET in building a more effective and efficient in-service.
