The VVOB Basic Education Programme which focused on quality improvement of LSE in 5 provinces in Vietnam (Thai Nguyen, Quang Ninh, Nghe An, Quang Nam and Quang Ngai) started in 2008 and is closing by the end of 2013. To provide better insight in the achievements, impact as well as change processes since the start of the second phase of the programme (2011), a comprehensive internal evaluation was carried out from Apr to Jun 2013 with the involvement of all provincial partners in the programme. The main objectives of this internal evaluation were:

  • To evaluate institutional capacity of the DOETs, TTIs and WUs related to institutionalization of (support to) ATL;
  • To evaluate the impact of professional development and awareness raising of school managers, teacher trainers, teachers (pre- and in-service) and parents on aspects of ATL; and
  • To evaluate the impact on the final beneficiaries: the students in LS schools in the five partner provinces.

A number of findings as well as good practices from the different stakeholders at provincial level and lesson learnt from the internal evaluation were shared in an M&E for Advocacy workshop and the national symposium “Towards a Learning Society”, co-organized by VVOB Vietnam in Aug 2013.
