The Millennium Development Goals Review magazine is produced by VRS Media Ltd. It is a tool that is reporting on the efforts of the world community on achieving significant, measurable improvements in people's lives. The Review establishes yardsticks for measuring results, not just for developing countries but for rich countries that help to fund development programmes and for the multilateral institutions that help countries implement them.

"The second MDG, ‘Achieving Universal Education by 2015’, has proven to be a successful catalyst for mobilizing political will and resources worldwide. Governments as well as donor organizations are investing heavily in creating the conditions to improve access to education by increasing national budgets for education, reviewing education policies, abolishing school fees, building schools and classrooms, recruiting teachers etc. Hereby, the common belief is that once equal access to education has been achieved, equal success in education will follow."

But will equal success in education follow equal access to education?
