Organisational Structure


VVOB employs more than 120 associates worldwide. Its head office is based in Brussels, with local offices in nine other countries.

VVOB is consisted of three platforms:

Policy Management

General Assembly

The Chairperson convenes the General Assembly. The members of the association have a casting vote. They are in charge of among other things:

  • The annual report
  • Orientation towards future
  • Amendments to the articles of the organisational policies
  • Appointment of the Board of Directors

There is at least one General Assembly per year (during the first trimester).

Board of Directors

The Board deals with, among others, the following issues:

  • Determining and monitoring of the overall strategy of the organisation
  • Determining the orientations and follow-up on the North and South operations
  • Financial policies, budgets and accounts
  • Policy follow-up on partnerships with third parties

(Ad hoc) Work Groups

Sometimes an issue requires detailed research and consultation. This can be done by addressing it in a work group.

When setting up a work group we make the necessary arrangements concerning the objective of the work group, timing, agenda, reporting, moderation, responsibility, etc.

VVOB’s Head Office

VVOB’s head office in Brussels (Belgium) gives support to the programmes in its partner countries and coordinates the general organisation. VVOB also organises activities in Flanders, which are coordinated from the head office. EFQM

In VVOB’s Partner Countries

VVOB is currently active and has deep-rooted strategic and operational partnerships in nine countries. These include Cambodia, DR Congo, Ecuador, Rwanda, South Africa, Suriname, Vietnam, Zambia and Zimbabwe.

The Programme Managers are responsible for the local coordination and operations of the programmes. The local and expatriate employees manage specific components within their programmes.


The programmes of VVOB are systematically connected to the policy plans of the local governments in our partner countries. More concretely, we work together with Ministries of Education, pedagogical services, institutes for teacher trainings and quality supporting institutions (overseeing and guiding institutions, etc.) instead of working directly with the pupils. Through this approach, we primarily reach teachers, lecturers, supporting staff, parents and school communities.

Capacity Development

Our approach is based on developing the capacity of our partner institutions. We do not carry out the educational programmes. This way, they can choose their own course of action and be responsible for carrying out their plans. To reach this goal, we offer technical assistance through our professional local and expatriate staff.

Support, Coaching and Guidance

VVOB aims at developing relevant learning content, improving teaching methods, providing a healthy learning environment and supporting educational policies concerning planning and organisation. In other words, our focus is the broad learning environment of the school. But we do not support it directly as we operate mainly on a higher level: sometimes on the macro level (e.g. at the Ministry of Education), but most of the time on the meso level (e.g. in teacher training centres). We engage in a long-term process in which VVOB supports, coaches and guides.
