Crafting a New Africa by Rethinking Foundational Learning

The High-Level Policy Dialogue Forum (HLPDF) is an annual event where ADEA convenes stakeholders to discuss specific education-related issues. Each policy dialogue forum presents, shares, and discusses comprehensive and innovative models and programmes aimed at enhancing African educational systems. The 2023 HLPDF will focus on Foundational Learning and will be hosted by the Government of Zambia.

 

The forum has three main objectives:

  • Share best practices for adopting long-term national strategies for foundational learning
  • Discuss policy-level experiences aimed at improving teaching for foundational learning
  • Extract long- and short-term policy lessons about teacher recruitment, deployment, and retention.

VVOB will support the Zambian Ministry of Education by facilitating visits to schools, which will allow participants to gain a deeper understanding of the Catch-Up Programme—the Zambia iteration of the 'Teaching at the Right Level' approach, an accelerated foundational literacy and numeracy intervention tailored to children's learning levels rather than their grades.
